Energy-Efficient Renovations in Ontario: Which Rebates Are Available in 2026?

By the RB Concept & Renovation team · Updated October 14, 2026 · 9 min read

At a glance
  • Ontario's main program is the Home Renovation Savings Program (Enbridge Gas and Save on Energy): rebates for insulation, windows and doors, heat pumps and air sealing.
  • The City of Toronto offers a loan of up to $125,000 (HELP), repaid through your property tax bill.
  • The Basement Flooding Protection Subsidy covers 80% of costs, up to $6,650 per property.
  • The federal Canada Greener Homes grant and loan are closed to new applicants.
Information checked in October 2026 on official websites. Programs can change or end depending on available funding: always check before you sign.

Insulating your attic, replacing your windows or switching to a heat pump lowers heating bills and improves comfort, especially through Toronto winters. Several programs help pay for this work. The trick is knowing which ones are still open, what they cover and in what order to apply.

The Home Renovation Savings Program (Ontario)

Launched in January 2025 by Enbridge Gas and Save on Energy, with the Government of Ontario, this program replaced the former Home Efficiency Rebate. It is open to homeowners whatever their heating type (electricity, gas, oil, propane), subject to conditions. It works through two paths.

Path 1: with an energy assessment

A registered energy advisor visits your home before and after the work. You must complete at least two upgrades. Amounts listed on the official websites:

UpgradeRebate
Energy assessment$600 back
Insulation (attic, walls, foundation, exposed floors)up to $7,700
ENERGY STAR windows and doors$100 per opening
Air sealingup to $250
ENERGY STAR heat pump water heater$500

Path 2: single upgrades, no assessment

  • Cold-climate air-source heat pump: up to $7,500 depending on size (model must be on the Natural Resources Canada list).
  • Ground-source heat pump: up to $12,000.
  • Attic insulation: fixed rebate.
  • Smart thermostat: rebate (check the amount on the official site; it differs between the program's two websites).
  • Solar panels and batteries: up to $10,000.
Watch outThe program depends on available funding and can be changed or paused. Some sources mention an end date of November 30, 2026, without official confirmation. Rebates are based on when the work is completed, first come, first served. Beware of door-to-door sellers claiming to be "program contractors": only use homerenovationsavings.ca.

The City of Toronto HELP loan

The Home Energy Loan Program lets you borrow up to $125,000 (no more than 10% of the assessed property value) for energy-efficiency work: heat pumps, windows and doors, insulation, air sealing, efficient water heaters, solar, batteries and EV chargers.

  • Repaid through your property tax bill over 5 to 20 years, with no penalty for early repayment.
  • Up to 30% of the amount can be released before work starts.
  • An EnerGuide assessment before and after is required, except for heat-pump-only or solar-only projects.
  • Limited to homes of 3 storeys or fewer (up to 6 units), with your mortgage lender's consent.

Rates change regularly: check the City's page for current rates.

The Basement Flooding Protection Subsidy (Toronto)

After heavy rain, many Toronto basements flood because of sewer backup. The City covers 80% of costs, up to these limits (work done since November 12, 2025):

MeasureMaximum
Plumbing assessment$500
Backwater valve with alarm$1,600 each (up to 2)
Sump pump with alarm$2,250 (+$300 for battery backup)
Foundation drain severance and capping$400
Total per property$6,650

Conditions: downspouts must be disconnected from the sewer, the contractor must hold a Toronto business licence, and a backwater valve requires a building permit. Apply within 2 years of the work.

RB Concept tipPlanning to finish your basement? Have the backwater valve and sump pump installed before the finishes. You get the subsidy and protect your new space.

Federal tax credits

Multigenerational Home Renovation Tax Credit

A refundable credit on up to $50,000 of expenses, for creating a self-contained unit so a senior or a person with a disability can live with a relative. For the 2025 tax year, it reaches a maximum of $7,250.

Home Accessibility Tax Credit

A non-refundable credit on up to $20,000 of expenses per year, for work that improves access or safety for a person aged 65 or older or eligible for the disability tax credit: ramps, grab bars, curbless shower, etc.

Programs that are no longer open

  • Canada Greener Homes Grant: closed since February 2024.
  • Canada Greener Homes Loan: funding fully committed, no new loans.
  • Enbridge Home Efficiency Rebate: replaced by the Home Renovation Savings Program in January 2025.
  • Ontario Seniors' Home Safety Tax Credit: ended (2021 and 2022 tax years only).

In what order should you apply?

  1. Check eligibility on the official websites before committing.
  2. Book the energy assessment if you are aiming for Path 1 or the HELP loan: it must happen before the work.
  3. Ask for a detailed quote listing the products (ENERGY STAR models, listed heat pump).
  4. Keep every invoice and photos of the work.
  5. Book the final assessment and submit your rebate application.

Frequently asked questions

Can I combine the Ontario rebate with the HELP loan?

Nothing prevents it in principle: one is a rebate, the other a loan. Still, check each program's conditions when you apply.

Are new windows eligible?

Yes, in Path 1, if they are ENERGY STAR certified and combined with another upgrade: $100 per opening.

Does RB Concept handle rebate applications?

We list the eligible products in your quote and provide the invoices and documents you need. The application itself is made in your name with the program.
